Chichester Board of Selectmen
Minutes of Meeting
July 10, 2012

Members present:  Mike Paveglio, Jeff Jordan, Richard DeBold
Others present for all or part of the meeting:  Nancy Tanner (Town Administrator), Anthony Galderi, Richard Moore, Alan Mayville, Pat Clarke, Donna Chagnon, John Martell, Lucile Noel, Howard Pearl

Chairman Paveglio opened the meeting at 7:00pm.  

Department Heads

Police:  Chief Clarke wanted to clarify that the cruiser was not in an accident.  There were some rumors circulating to the contrary.  There will be an information meeting on July 18th for the possibility of doing an Explorer Post with Pittsfield.

Fire:  Rescue 2 generator was repaired.  It was costly; $3,400, but necessary.
There will be a training burn in Allenstown on Saturday and the department will assist Pembroke with another burn on the 29th.  
The compact area calls numbers were reviewed.  The compact as a whole is down, but Chichester calls are up.

Library:  The summer reading program is “Dream Big”.  The Library is looking for magicians for their night of magic in August.  The toddler group will continue through August.  The Library will be renting a trailer to store books in during the construction.  The next book sale will be July 21st.
Building Inspector:  Fees since 6/21 = $1,329.65.  Projects include one new home.

CIP:  The CIP Committee and Department Heads reviewed the spreadsheet.  CIP is still waiting for information from the Road Advisory Committee.   There was a discussion of the definition of a Capital Project.  It was decided to have a special meeting with the CIP Committee, Board of Selectmen, Department Heads and Budget Committee which will occur on August 1st at 7pm.   Nancy will post.

Howard Pearl
Howard Pearl came in to introduce himself to the Selectmen.  He is a candidate for Senate.  He is a local businessman from Loudon.  He said he has a history of community involvement and wants to bring his common sense business principals to Concord.  

Other Business

Fire Bills: Mr. Rymes has not contacted Nancy.  The Selectmen have instructed her to take further legal action.

Abatement:  (follow up from last meeting’s discussion with Jordan)  Mr. Paveglio made a motion seconded by Mr. DeBold to abate the amount of $997.84 in assessed value of timber cut or $99.77 in tax on Map 2 Lot 36.  Motion passed.

Timber cut at Carpenter Park:  Mr. Paveglio made a motion seconded by Mr. DeBold to exempt the Town of Chichester from Timber Tax on the cut at the Town owned Map 8 Lots 20 & 21.  Motion passed.

Carpenter Park:  Ed Millette asked about the condition of Carpenter Park for Old Home Day.  Mr. DeBold said that the perimeter trail will be complete by July 27th.  On August 4th there will be a clean-up day with the help of volunteers.

Frank Merrill was able to acquire playground equipment that will be utilized by Park and Rec.

Bulletin Board:  Nancy wishes to Thank Faye and Bob McAnney and Lucille Noel and her daughter for their work in restoring the bulletin board outside the Town Office.

Pursuant to RSA 91 –A:3 II (e) Mr. Paveglio made a motion seconded by Mr. DeBold to enter into a nonpublic session at 8:26 to discuss a legal issue.  Roll call vote was unanimous.

Pursuant to RSA 91-A Mr. Paveglio made a motion seconded by Mr. DeBold at 8:45 to exit the nonpublic session.
Minutes of the nonpublic session were sealed indefinitely.


Payroll and accounts payable expenditures were approved.

A motion by Mr. Paveglio and seconded by Mr. DeBold to adjourn the meeting at 8:49.  Motion passes.
